How did the assessment examine the public record?
The assessment uses a structured scoping review with a four-tier source hierarchy, claim-evidence audit, process tracing, legal-textual analysis, parametric technical and economic appraisal, environmental and social risk screening, comparative cases, and scenario and sensitivity analysis.
